Instagram Featured Video Stair Rebuild by One Structural/Balcony 1 Shows Multiple Construction Defects Being Installed in Real Time!

“Clowns to the left of me, jokers to the right, here I am, stuck in the middle…”

A recent Insta video posted by One Structural/Balcony 1 reminded me of the lyrics from a 1972 song by Stealers Wheel… And after watching the video several times I wondered why I wasn’t having a stroke over the numerous defects in their work. The video purports to show their expertise in rebuilding a set of stairs and waterproofing them. In the video it showed a timeline of rebuilding a set of stairs. As I watched it play out I screenshot a few pics, see below.

Starting with the framing rebuild, we can see water/fungus damaged stair stringers that weren’t replaced, damaged sheathing on the wall that wasn’t replaced and new wood that looks like my 3 year old nephew installed.

Redondo Beach HOA Retains William Leys Waterproofing Consultants LLC To Write Scope of Work to Renovate Courtyard Podium Deck

We’re pleased to announce that we were recently hired by a Redondo Beach HOA that desperately needs to replace a failing waterproofing system on their podium deck.

The HOA sought several proposals from building envelope consulting firms and after interviewing and researching, the Board of Directors selected us, citing their previous experience working with us on their SB326 inspections and our detailed proposal and experience as waterproofing consultants.

A Roofing Contractor Messes Up, William Leys Waterproofing Consultants LLC Helps Client Get It Fixed

A Low Slope Roof Installation Went Awry When The Contractor Deviated From The Manufacturers Installation Instructions

William Leys Waterproofing Consultants LLC Steps in to Assist The Building Owner Get the Work Corrected

A recent consult job that we had for a client who just had a new low slope roof installed on their building showed the reason that building owners should consider hiring a quality assurance inspector to ensure that the roof is installed right the first time and doesn’t have to be done over.

A client reached out to us who just had a new roof installed on their building. They had concerns about the workmanship and requested our assistance to inspect the job and document the problems with the installation. A low slope roof with a single ply TPO membrane had multiple issues with the installation.

As you can see from the photo gallery we found  numerous problems with the installation. We wrote a detailed report for the client who then was able to go to the contractor and ask them to make corrections to their work. The city building department refused to sign off on the permit for the roof because of the poor workmanship and the client threatened to complain to the Contractors State License Board if the contractor did not step up and replace and repair his poor work.

William Leys Waterproofing Consultants LLC Performs Roof Inspections of 110,000 SQ Foot Low Slope Roof on a Commercial Building in Los Angeles

We were recently retained to perform an evaluation of a large low slope roof on a manufacturing building in Los Angeles.

The seam is splitting where it overlaps one sheet to another.

The client is interested in installing solar panels on the roof and needed to know what the buildings roof condition was, and whether they should repair or replace the roof.

For a very reasonable fee we performed a visual inspection and wrote a report for the client.

Some of our findings were that the existing roof system was splitting at seams, that multiple unsuccessful repair attempts actually were making leaks worse, and that the numerous sunlights were starting to deteriorate and would need to be replaced in the near future.

Why Having a Consultant On Your Side Saves You Heartache…

A client we are working with on a balcony inspection proposal walked us through their underground garage to get to the other side of the building so we could count the decks. As we walked through the garage I mentioned that that were a lot of leak areas and I saw that there was some crumbling concrete as well.

They said oh we are getting the leaks fixed, we have two bids and we are going to hire X company to do the waterproofing on the podium deck above. I said that’s good because you have some problems here… What are they doing? It was then they showed me the two scopes of work that the contractors had proposed to do.

This scope of work mentions nothing about using any particular brand or specific material. It is poorly written and leaves out many important steps that this job requires.
Poorly written as well, this scope of work is ambiguous and like the first scope, has no mention of any brand names or warranty.

We initiated a conversation with the client and discussed these proposals and corresponding scopes of work. The client believed that the work they were ready to award to a contractor was going to fix their problems. Several issues they had were a failing coating on the podium deck, leaks into the building and severe degradation of the structural concrete deck.

Under the podium deck is significant deterioration.
If you see these symptoms in your concrete, you have 99 problems but a waterproof deck ain’t one.
Hidden behind a pan on the ceiling to catch water, hidden structural damage.
Up above on the deck, failing coatings are dangerous to bare feet and they leak into the deck below.
Failing coating at the pool deck coping.
A very clogged up downspout is causing water to back up and causing leaking into the building.

We gave the Association a proposal to consult and perform non destructive percussion testing of their concrete deck and the coating on top. The engineer we partner with and I inspected the deck and as seen above, found some serious damage to the concrete and rebar inside. We found that nearly all of the coating on the top of the deck was delaminated and failing. We found that there was stress on the walls that the pool was set into.

William Leys Waterproofing Consultants LLC Contracts With Local Non Profit To Provide Waterproofing Plan Peer Review

We are excited to announce that we’ve partnered with a local non profit to assist them with their waterproofing needs on a to be built low income community in Santa Barbara county. This new community will provide housing for seniors with limited incomes that will give them a safe warm place to live in a very expensive area of the country.

William Leys Waterproofing Consultants LLC will review the Waterproofing details on the plans, provide comments and suggestions to improve the weather resistance of the building at an economical cost, as well as specify a low slope roof system for the mechanical/HVAC systems that will provide a long term solution to keep the building dry and free of water intrusion.

We are excited to start this new project and work with one of the top architectural firms on the Central Coast.

Once construction starts, William Leys Waterproofing Consultants LLC will also provide Quality Assurance Observation services to ensure the Waterproofing systems are installed correctly to the manufacturers specifications so that the building will receive the warranty from the manufacturers of the waterproofing products.

William Leys Waterproofing Consultants LLC Investigates Leaks on New Addition in Avila Beach

We are pleased to announce that we have been retained to investigate leaks on a new addition on an Avila Beach residence by the owners of the property.

The owners of the property had hired a local contractor, who with a team of subcontractors built a dining room with a deck above to expand the living space and take advantage of the views that they have. The contractor completed the project shortly before last winter’s rains started up and the owners quickly realized that there were leak problems in several areas of the new construction.

We have performed visual inspections as well as rudimentary water testing that has found several areas of concern that will need to be further investigated via destructive testing.

Santa Barbara HOA Selects William Leys Waterproofing Consultants LLC For Their SB 326 Balcony Inspections

We are pleased to announce that we have been selected by an HOA in Santa Barbara to perform their SB 326 Balcony Inspections. The 29 + EEEs, including decks stairs and walkways will be inspected by our licensed structural engineer and Bill Leys, a qualified waterproofing consultant who has been inspecting decks since 2007.

Condos That Are Less Than 10 Years Old Should Do An EEE Inspection Before You Pay For a Full SB 326 Balcony Inspection

SB 800  allows for condos to file claims for construction defects within 10 years of completion of the buildings. SB 326 adds additional language that strengthens some of that Bill and improves upon it. While condos may want to pursue construction defect claims, they may want to postpone their Balcony inspection if they suspect they have defects. Why?

Simply because the balcony inspection report becomes part of the association’s records for a minimum of 9 years and is  part of the reserve study. A report showing numerous deficiencies may be a red flag to buyers, your insurance company and could cause unintended problems.

One attorney  I know recommends pre-inspections of the EEEs and inspections of the building envelope in general. “I strongly recommend a pre-inspection. Open 2 or 3 locations and if there are issues,do repairs first. That way the report isn’t a surprise (and protects property values) and if the project is under 10 years old, the builder pays for inspections and repairs.”  We concur and so we offer our clients pre SB326 inspections of EEE’s that are suspected of having damage/ defects.

We will open up several decks/ balconies for inspection of the structural elements. If there are damages and repairs are necessary then the beginning of an SB 800 claim can be started with the developer/builder. At the time of opening the decks and balconies we will document all conditions prior to destructive testing starting and then document while removing materials and exposing structural elements. Items removed will be documented, logged in and  retained for evidence in our secure storage location. We will then issue a report to the Board on our findings.

As a structural engineer is not involved at this point and the number of elements that are being opened are limited, the cost to do this is much lower than a SB 326 stage 2 inspection would be.
