Notice to HOAs in Need of an SB 326 Inspection

“California does not issue or require a credential called a ‘Certified Deck Inspector’ for SB 326 inspections. Private organizations may issue their own certificates, but consumers should determine who issued the credential, whether the certifying organization is independent of the inspection company, and whether the credential actually qualifies the individual to perform the inspection required by the applicable California statute.”

If you see the term “certified” in any advertising, website or stated orally by a salesperson, owner or company representative, all we can say is “Caveat Emptor” or in plain English, buyer beware.

Just because they say you inspection is “certified”, doesn’t mean it is. This website as shown above in this screenshot may mislead consumers into believing that this firm is more qualified to do EEE Inspections than others who don’t advertise as being “certified”.

Great inspection firms don’t need to puff themselves up with dubious certifications no one has ever heard of. We don’t claim that our reports are “certified” because there’s no such thing. Certified by whom? A private entity? A recognized non profit building & construction group such as NADRA or IIBEC? Don’t be fooled by the term certified as thrown about on some inspection companies websites. If someone claims their report is certified, ask them by whom is it certified and under what standards and can I see those standards? If you dig, you may find that the claim of “certified reports” is self serving.

Large Medical Facility Tenant Improvement Contractor Retains William Leys Waterproofing Consultants to Perform Quality Assurance Inspections in Santa Maria

We’re pleased to announce that we’ve been retained to perform quality assurance inspections for a medical facility that will be waterproofed with crystalline waterproofing on a building that has suffered from water intrusion.

The facility is an ob/gyn office that needs to be kept sterile and moisture and mold free. Angelus Waterproofing of Huntington Beach will be applying Koster Systems crystalline waterproofing to the interior of the block walls as the exterior has a stucco system that would be costly to remove. With our assistance the owners of the building selected crystalline waterproofing as the best choice given the conditions and restrictions.

Railing Failure in Boston Sends Two People to The Hospital

This is another reason why EEE inspections are necessary!

At William Leys Waterproofing Consultants LLC, we take balcony inspections very seriously as life safety is paramount! Don’t wait until an accident happens, even though no one died in this accident, we’ll bet good money that one or both victims of this railing failure will bring a lawsuit against the building owner. A good inspector likely would have flagged the railing as being unsafe.

Here at William Leys Waterproofing Consultants LLC we have found many structural deficiencies over the years on EEEs we have inspected. We have had to post notices informing residents that the balconies were off limits until repairs were made.

“Structural Issues” Cause Bay Area Condo Building to Be Evacuated Until Temporary Shoring is Installed

UPDATE AS OF 3/19/26

We spoke with reporter Kevin Nguyen at the SF Standard regarding this property after he reached out to us asking about this property. We were the source that alerted Kevin to the fact that the picture below by  Anna Nevskaya showed failed post tension cables poking out from the building.

Turns out that post tension cables that support the podium deck slab have failed. I saw a review on Google by an owner at the property and knew instantly this building is F’d.

I’ll now predict that the slab can’t be fixed and the building will have to be demolished. What engineer in their right mind would believe that the other cables that aren’t broken are ok and just recommend repairs to the failed cables? No one in their right mind would in my opinion.

Post tension cables have broken in numerous places in one area as seen in this photo taken by Anna Nevskaya (and republished here for public knowledge.) The cause is unknown but is likely related to either damage caused by a massive fire that occurred during the construction, water damage or both.

We will be performing quality assurance inspections on this project in the East Bay.

We’re excited to announce that we were awarded the contract to perform quality assurance inspections for a large HOA reconstruction project in the East Bay area of San Francisco. The 100+ units in the HOA are leaking at the decks and resulted in damage to the exterior walls.

We will be performing periodic inspections of the weather resistant barriers (WRB’s) the installation of sliding doors and the waterproofing of the decks to ensure that they are being installed in accordance with the plans and specifications. This helps the Association ensure its money is being spent well on quality work and the materials are installed correctly that will last for their expected life spend and perform as intended.

We are excited to announce that we’ve partnered with a local non profit to assist them with their waterproofing needs on a to be built low income community in Santa Barbara county. This new community will provide housing for seniors with limited incomes that will give them a safe warm place to live in a very expensive area of the country.

William Leys Waterproofing Consultants LLC will review the Waterproofing details on the plans, provide comments and suggestions to improve the weather resistance of the building at an economical cost, as well as specify a low slope roof system for the mechanical/HVAC systems that will provide a long term solution to keep the building dry and free of water intrusion.

  1. SLO & Santa Barbara Realtors-Do you know William Leys Waterproofing Consultants LLC inspects wood and waterproof decks for buyers (and sellers)? We are the only company that does deck inspections where our duty and interest is only to the client, we do not bid for repairs! Why is this important? Because it’s the law. Contractors performing inspections for real estate transactions may not bid on work found to be needed. “Free” inspections predicated on doing the repair work is included. B&P Code section 7195 imposes certain duties and constraints, including prohibitions on repairing properties on which an inspection was performed in the last 12 months, accepting kickbacks and payments of referral fees to agents. Beyond that, it’s simply not ethical. We work for your client; that’s it. If your client, after getting our inspection, wishes to verify that the repairs to the deck or buildings weather resistant barriers are being installed correctly, they have the option of retaining us to perform quality assurance visits to observe and record a contractors repair procedures, materials used and following the plans and manufacturer’s specifications.
